AFM – Contract Management

The Dutch Authority for the Financial Markets (AFM) has gone through an extensive procurement process for the outsourcing of its entire IT service provision. The new service provision encompasses not only the transition to a new supplier, but also a broader transition of processes, governance, and the move to a public cloud.

SourceMinds supported the AFM in implementing contract management during this complex change and transition.

The Challenge

The AFM faced an organization-wide transition in which the existing IT service provision was terminated, and a new supplier became responsible for the renewed services and service delivery. In this process, continuity, compliance, governance, and risks had to be carefully managed. Additionally, the transition from traditional infrastructure to a modern cloud-oriented environment played an important role.

Our approach

SourceMinds supported the AFM with the setup and implementation of contract management according to the CATS CM methodology. The focus here was on:

  • Contract analysis of the existing and new service provision.
  • Setting up contract governance and consultation structures.
  • Validating and completing KPIs, SLAs, and reports.
  • Support with contracting and transition agreements.
  • Ensuring compliance with contractual obligations regarding compliance, security, and continuity.
  • Guiding the exit of the existing supplier and the onboarding of the new supplier.

Result

Through the efforts of SourceMinds, the AFM gained control over both the contractual and organizational aspects of the transition. The organization possesses a solid foundation for supplier management, clear governance, and a controlled transition process towards the new IT service provider.
